Thank you for the opportunity to comment on the Wyon and Hulbert Street Renewal

Introduction

Spokes Canterbury (http://www.spokes.org.nz/) is a local cycling advocacy group with approximately 1,300 followers. Spokes is affiliated with the national Cycling Action Network (CAN – https://can.org.nz/). Spokes is dedicated to including cycling as an everyday form of transport in the greater Christchurch and Canterbury areas. Spokes has a long history of advocacy in this space including writing submissions, presenting to councils, and working collaboratively with others in the active transport space. We focus on the need for safe cycling for those aged 8 to 80. Spokes also supports all forms of active transport, public transport, and has an interest in environmental matters.

Spokes supports:

  • The renewal of these streets, which presents an opportunity to provide better services for cyclists and pedestrians,
  • Levelled kerb and channel (replacing the deep dish gutters, as stated), which are more accessible,
  • Keeping the narrow entrance to Wyon Street from Buckleys Rd,

Spokes would like to see:

  • The speed hump to be put in at Buckleys Road. There is a sign and no speed hump.
  • Street trees in the road/parking space,
  • A speed hump or preferably a continuous crossing at Buckleys Rd entrance to Wyon St
  • Wider footpath with enough space to get around the power polls on a wheelchair/mobility scooter/pram without riding on the grass. Also take the opportunity to put these services underground.
  • The footpaths should be adjacent to the boundary rather than the road as per the CCC design guidelines. This has three advantages, minimises obstruction from the power pole and rubbish bins, and makes the surface more even at driveways when the deep gutters are removed.
  • Reminder/repeater of the 30 km/h speed limit signs (around halfway down Wyon Street and along Worcester St),
  • Sharrow markings or cycle lanes,
  • Kerb build-outs at the entrance to Hulbert St to narrow the distance for pedestrians crossing the intersection and minimise parking too close to the corner (blocking clear line of sight),
  • Kerb build-outs or a continuous crossing at the entrance to Wyon St (from Worcester St) to narrow the distance for pedestrians crossing the intersection and minimise parking too close to the corner (blocking clear line of sight),
  • Tactile pavers for blind and low-vision footpath users at intersections,
  • Replace the plastic speed humps at the Worcester St entrance to Wyon St with permanent (asphalt) humps.

Other Issues

  • Add a pedestrian/cyclist refuge in the island in the middle of Buckleys Road near the entrance Wyon Street and consider another one near the bus stops at Pamela St.
