Thank you for the opportunity to comment on Cashmere Road and Penruddock Rise Intersection Upgrade

Introduction

Spokes Canterbury (http://www.spokes.org.nz/) is a local cycling advocacy group with approximately 1,300 followers. Spokes is affiliated with the national Cycling Action Network (CAN – https://can.org.nz/). Spokes is dedicated to including cycling as an everyday form of transport in the greater Christchurch and Canterbury areas. Spokes has a long history of advocacy in this space including writing submissions, presenting to councils, and working collaboratively with others in the active transport space. We focus on the need for safe cycling for those aged 8 to 80. Spokes also supports all forms of active transport, public transport, and has an interest in environmental matters.

Proposal

The resource consent for the new residential subdivision at 250-258 Cashmere Road required a roundabout be constructed at the Cashmere Road and Penruddock Rise intersection

Overall this is a good outcome for cyclists and pedestrians as this intersection has become very busy as the city grows. As the traffic volume has grown, drivers trying to turn out of Penruddock Rise have been making increasingly risky decisions. The roundabout will make it easier for vehicles.

Overall Spokes supports:

  1. Pedestrian islands on all approaches to the roundabout with crossing points. These crossings will be used by cyclists using the shared path.They should be wide enough to accommodate more than one bike including cargo bikes to avoid separating families.
  2. A 2.5m wide shared path on both sides of Cashmere Road.
  3. On-road cycle lanes with kerb cut-downs, allowing people to move to the off-road shared path prior to the roundabout if they wish to. The entrance to the shared path on Penruddock Rise is very close to the intersection and the pedestrian / cyclist crossing. It would be better to have the on-ramp at 4 Penruddock Rise.
  4. Shared paths indicate to cyclists to slow down which could be reinforced with snail markings where cyclists come off the road. The new road is missing ramps to come on and off the road before and after the crossing. The path on the north side of Cashmere Road going east currently ends abruptly and needs a cut down at that point for those who missed the first one.
  5. Speed humps to reduce speeds at crossing points and where on-road cyclists are merging into the traffic lane near the roundabout.
  6. The sharrows on the road for confident cyclists indicating that cyclists should take the lane and indicating to vehicles that they should expect cyclists to do so. Sharrows should also be added to Penruddock Rise and the new road out of the subdivision.
  7. Relocating the existing bus stops on Cashmere Road closer to the roundabout, to make it easier for people to cross the road to reach the bus stops. The bus stop needs some red paint on the shared path.
  8. Landscape plantings that do not obscure vision for pedestrians, cyclists or drivers.
